NW Landing office closed for Juneteenth

The Northwest Landing office will be closed Thursday, June 19, for Juneteenth. The office will reopen Friday, June 20, at 9 a.m.

The first home in Northwest Landing was built 31 years ago. Many Northwest Landing homeowners over the years also added a fence – some when their home was built, others later.

So, you’re wondering who is responsible for the fence that separates your property from your neighbor’s. You didn’t build it or contract to have it built. So, it must be your neighbor’s responsibility to maintain it, right? Unfortunately, no. Washington state law regarding “partition fences” (RCW 16.60.020) states: When any fence has been, or shall hereafter be, erected by any person on the boundary line of his or her land and the person owning land adjoining thereto shall make, or cause to be made, an enclosure, so that such fence may also answer the purpose of enclosing his or her ground, he or she shall pay the owner of such fence already erected one-half of the value of so much thereof as serves for a partition fence between them.

There are homeowners who don’t like their neighbor’s choice of fence style. You can see examples throughout Northwest Landing where there are two different styles of fence parallel to each other. In this case, each homeowner builds a fence on their property and is responsible for it.

The last new home built in Northwest Landing was more than a dozen years ago. Most wood fences are badly in need of replacement in 12-15 years. The fence between properties is called a “party fence.” Many who have attempted to replace these fences didn’t find a reason for a party, to be sure. Homeowners with shared fences must agree to a common style. Perhaps you prefer a white vinyl fence but your neighbor prefers wood. You could opt to compromise on the shared fence and stain or paint your side of the fence to match your choice of fence style.

The bottom line, though, is that you need to communicate and work with your neighbor. About half of the homes in Northwest Landing are rentals. If you don’t have contact information for the owner of the rental, you can ask the ROA office to mail a request to the owner to contact you. If the fence is in serious disrepair that can be seen from outside the property, the ROA may also fine the owner(s) who refuse to repair or replace the fence. If you own property in Northwest Landing and rent it out, please designate a contact for your property (the owner or the property manager). After you have made contact with your neighbor, it’s often a simpler process to hire the same fence contractor, even if you are planning different fence styles. Each homeowner must send in a Property Improvement form.

Community Yard Sales 2025

Saturday and Sunday, May 31 and June 1, and Saturday, September 20, are the yard sale dates for Northwest Landing. Please note that yard sales are not sponsored by either the Northwest Landing ROA or the City of DuPont. Governing documents for Northwest Landing state that yard sales may be held two times a year and are announced by the ROA. If there is enough interest to hold a two-day yard sale in September, we will announce that later this year. Dates for last year and this year were decided based on feedback we received from a 2023 community survey. Watch for a new community survey about events later this year.

City of DuPont is hosting Big Bargain Bonanza at Clocktower Park on May 31 with 20×20’ spaces for $25 each.

 

Who to call – city or ROA

If something is on a city street, grass strip between sidewalk and street, park, or trail, the City of DuPont has jurisdiction. That includes lost dogs, dangerous or sick wild animals, abandoned vehicles, graffiti, and fallen trees. Go to Report a Problem on the city’s website.

Property Improvement Committee – meetings are generally held at 5:30 p.m. – 1st and 3rd Tuesday of each month. Except for underground irrigation systems, this committee must review all exterior modifications, including painting, roofing, adding central air conditioning, heat pump or solar panels, fences, sheds, patios, patio covers, decks, landscape renovations, adding or removing trees. Some projects may also require a city permit. Underground irrigation systems require a city permit. Property Improvement forms can be downloaded from the homeowner’s portal on the website. Dear ROA,

I see that there were 11 people who ran for the ROA Board of Directors. And, of those, two who were already on the board were elected to serve along with a new person on the board. How are the election winners determined? And why aren’t all the votes posted somewhere?

Dear Wondering,

First of all, thank you for the 11 members who stepped up and ran for the ROA Board of Directors! Members of the board and committees are all dedicated volunteers. Our association depends on volunteers. That said, we also don’t want to embarrass anyone who received very few votes. As with any election, it’s often the best known candidates who are elected. That doesn’t mean those not elected wouldn’t be wonderful representatives of our association. The Northwest Landing Residential Owners Association contracts with Vote-HOA-Now, one of several services available to community associations. We started using this service two years ago – this is our third election cycle with the company. In the past, votes were cast on paper and mailed or dropped off at the Northwest Landing office. It was a constant challenge to reach quorum (10 percent of members) to finalize an election. In the last election held in April 2025, we received 580 votes which is more than 20 percent of members. We asked members to vote for three candidates. The winning candidates received the three greatest number of votes. Any ROA member can view the actual results by logging in at Member Logins. Go to “Documents” and then “Minutes,” then “2025 Minutes.” You may also call our office at 253-964-1289. 

 


 

Lawns, shrubs and trees 

Lawns: Healthy lawns need regular weeding, keep lawn clear of moss, clover and dandelions. Repair and reseed bare spots. Mow lawns to maintain a height less than four inches. Edge lawns should along driveways, curbs, and sidewalks. All lawn clippings blown onto streets, driveways, and sidewalks should be removed after mowing. You may allow your lawn to go dormant in the summer but be sure to water once or twice weekly, so it doesn’t completely die. Also be sure to remove weeds. Shrubs and trees: Be sure to maintain plants and shrubs in a healthy condition and remove any dead plant material. Prune plants and shrubs below windowsills – don’t block the window. Also be sure that plants and shrubs are pruned to prevent them from growing onto the roof and siding.  Maintain clearance around the house numbers as not to block visibility of the house numbers. Water a minimum of twice per week to maintain healthy plants.

Trim trees and other plantings so anyone walking on sidewalks and home walkways can clear them. The City of DuPont requires adjacent property owners to maintain and water trees and ground cover in parking strips. These trees should also be pruned to prevent damage to parked vehicles. If a tree dies, the homeowner is responsible for replacing it. The city requires a permit for tree removal and planting: City of DuPont Tree Permit.

NOTE: All trees (not city street trees) must be approved by the Property Improvement Committee. If you are adding one shrub, approval is not required but is if you are planting more than one. The City of DuPont also requires a permit for all tree remove and planting: City of DuPont Tree Permit.

Washington State University’s suggested timeline for fertilizing lawns in western Washington is November 15–December 7, April 15, June 15, and September 1.

4th of July Hometown Celebration – Start with the DuPont Historical Museum’s pancake breakfast (8-11 a.m.), then watch the Hometown Parade at 10 a.m., music, and fun at Clocktower Park until 2 p.m. This year, the fireworks show will be held in the open area across from DuPont City Hall to begin at dusk. Your Northwest Landing Residential Owners Association is funding the parade, activities for kids and the fireworks show. Fireworks reminder: No fireworks of any kind are allowed in DuPont.
